DC-DC converters are usually switching power supplies that use oscillators to convert one voltage level to another, either boost or drop. These oscillators can interfere with low frequency RFID signals and so should not be used.
However these power supplies are unavoidable with solar power controllers, which all using switching technology. Special care must be used when using solar power around low frequency RFID.
